As stated by the AfDB, the project aims to finance the construction of a third urea fertilizer plant to be located on the same premises next to Line I and Line II. This new line will expand current capacity from 2.8 MMTPA to 4.2 MMTPA. In addition to the construction of the new fertilizer plant, the Project incorporates capital expenditures necessary to expand port operations and pipeline infrastructure to accommodate the increased production capacity.
The Project will use the same technology, contractors, engineering, and equipment as Lines I and II, thereby minimizing project execution risks. The Project will also benefit from low gas prices under a long-term gas supply contract with NAOC JV (operated by AGIP), making the Company one of the lowest cost producers of urea worldwide.

As stated by the AfDB, Environmental and Chemical Services Ltd (ECSL) was commissioned by Indorama Eleme Fertilizer & Chemicals Limited (‘IEFCL’ or ‘Proponent’ or the ‘Client’) to undertake an Environmental and Social Impact Assessment (ESIA) for the proposed Indorama Eleme Fertilizer and Chemicals Limited (IEFCL) Ammonia and Urea Train 3 Project. Environmental Resources Management Southern Africa (Pty) Ltd (ERM) was also commissioned by Proponent to conduct specific studies, review the baseline information and guide ECSL to incorporate findings and complete the ESIA report
