Project Description

According to the Bank’s website, the Second Phase of Support to the National Agricultural Growth Scheme – Agro-Pocket (NAGS 2.0) is a results-based financing programme approved for the Federal Republic of Nigeria to reinforce national food and nutrition security. The programme has a total cost of USD 200 million, financed entirely through an African Development Bank (ADB) sovereign loan. Implemented by the Federal Ministry of Agriculture and Food Security, NAGS 2.0 builds on the achievements of the first phase and supports the operationalisation of Nigeria’s National Agricultural Technology and Innovation Policy (NATIP 2022–2027), using a digital Agro-Pocket platform to deliver quality agricultural inputs and services to farmers nationwide.

The primary objective of NAGS 2.0 is to strengthen Nigeria’s food and nutrition security by reinforcing the value chains of two strategic staple crops—rice and wheat—while enhancing resilience to climate change. The programme aims to increase agricultural productivity through improved access to climate-resilient seeds, quality fertilizers and modern production technologies, strengthen local seed systems, and promote climate-smart agriculture practices. It also seeks to crowd in private sector participation across agricultural value chains, improve governance and data systems in the agri-food sector, and promote gender equality, youth inclusion and nutrition-sensitive interventions.

The main beneficiaries of NAGS 2.0 are smallholder farmers and medium-scale producers, with specific targets for women and youth, who will gain improved access to subsidized inputs, extension services, climate-smart technologies and digital platforms. Seed producers, agro-dealers, agri-entrepreneurs and private service providers will also benefit from strengthened market systems and increased demand along the rice and wheat value chains. At the institutional level, the programme benefits federal and state agricultural institutions through enhanced coordination, data systems and monitoring capacities, contributing to a more resilient, inclusive and sustainable agri-food system in Nigeria.

For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

Environmental Category: [2] Moderate Risk

The Program was classified as Category 2, according to the categorization memorandum approved on 16th October 2024. Thus, all investments likely to be classified as high E&S risk (Category 1), according to both the Bank's ISS, and RBF policy, are not eligible under this program. The justification for the E&S categorization has been based on the anticipated moderate risk of the proposed project intervention in regard of their nature, scale, sensitivity, and location.

The major risks will stem from the nature and scope of the anticipated programme of activities that are known to limited and site-specific risks.
