As stated in the project ESIA (translated with DeepL.com), the Bamako Loop project has been planned in two phases. The first, known as the South Loop, will house the interconnections and is located on the southern outskirts of the capital. The second, known as the North Loop (PBNB), which is the subject of this project, is located to the north and will receive energy from hydroelectric power plants, including Gouina, and photovoltaic farms such as Kita (50 MWp) currently being commissioned, and those planned for the Kambila and Safo substations in the Loop.
The Bamako North Loop (PBNB) includes the construction of a 225 kV high-voltage transmission line on the northern outskirts of Bamako between Kodialani and Dialakorobougou. The project includes:
(i) the construction of a 225 kV double-circuit high-voltage line between the Kodialani and Dialakorobougou substations over a distance of 103.4 km;
(ii) the construction of two new 225/33 kV substations in Safo and Kénié;
(iii) the extension of three 225/33 kV substations (Kodialani, Kambila, and Dialakorobougou); and
(iv) the construction of high-voltage lines to reconfigure the existing network and electrify new neighborhoods in the project area.

ACCOUNTABILITY MECHANISM OF AfDB
The Independent Review Mechanism (IRM), which is administered by the Compliance Review and Mediation Unit (CRMU), is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an African Development Bank (AfDB)-financed project. If you submit a complaint to the IRM, it may assist you by either seeking to address your problems by facilitating a dispute resolution dialogue between you and those implementing the project and/or investigating whether the AfDB complied with its policies to prevent environmental and social harms. You can submit a complaint electronically by emailing crmuinfo@afdb.org, b.kargougou@afdb.org, b.fall@afdb.org, and/or s.toure@afdb.org. You can learn more about the IRM and how to file a complaint at: https://www.afdb.org/en/independent-review-mechanism/
