As stated by the ADB, the programmatic approach supports the Government of India’s Pradhan Mantri Surya Ghar: Muft Bijli Yojana (PMSGMBY)—a comprehensive program to scale up residential rooftop solar (RTS) systems for 10 million low- and middle-income households by fiscal year (FY) 2027 and thereby reduce electricity bills, expand access to clean energy, and lower system losses. Subprogram 1, approved on 27 November 2025, established enabling policy and market conditions that strengthen the RTS ecosystem, expand access for low- and middle-income households, improve grid readiness, and build institutional and workforce capacity.
Subprogram 2, proposed for $850 million (increased from the original indicative amount of $350 million), will further accelerate RTS deployment through policy reforms, advance the enabling ecosystem for long-term decarbonization, and contribute to India’s updated nationally determined contribution (NDC) targets and Sustainable Development Goals (SDGs). By expanding access to locally generated renewable electricity, the program enhances energy security, resilience, and affordability while reducing exposure to supply disruptions. Subprogram 2 deepens the reform agenda by reinforcing existing policies and introducing measures to support domestic value chains, storage-enabled grid integration, and circular economy approaches.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
