According to the ADB, the technical assistance (TA) is structured to support the preparation, due diligence, and implementation of energy sector projects in India. Its primary beneficiary are the Government of India and various state governments. The TA will focus on a comprehensive set of activities designed to enhance project readiness, improve the overall performance of the energy sector portfolio, and ensure long-term sustainability through targeted training and capacity-building efforts, including support during project implementation.
Anchored in the country partnership strategy for India, 2023-2027 of the Asian Development Bank (ADB), the TA aligns closely with the Government of India's broader development objectives and sectoral priorities. Initially, the TA will support the preparation and due diligence of several key projects, including the Maharashtra Distribution System Enhancement Program for Agriculture Solarization (Phase 2), the proposed Tripura Renewable Energy Transition Acceleration Project, the proposed Tamil Nadu Distribution Sector Project, the proposed Bihar Renewable Energy Development Project, and other projects identified for ADB financing by the Department of Economic Affairs (DEA). Additionally, the TA will provide specialized expertise as needed, in agreement with the implementing agencies, to assist projects during the initial phase following loan approval. This support is intended to facilitate efficient execution and enhance the performance of the energy sector's project portfolio.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
