Project Description

As stated by the ADB, the proposed TA will support the preparation of the 275 kV project in Sulawesi, Indonesia. The project will build new or expanding transmission networks and substations to evacuate renewable energy from central and north Sulawesi to load centers and high voltage consumers in Southern Sulawesi. It will support the project due diligence covering the following aspects: technical, financial and economic, environmental and social safeguards, social and poverty dimension including gender, and climate change.

The ensuing Green Energy Corridor Sulawesi (South) Project aims to support PT Perusahaan Listrik Negara (Persero) (PLN) in constructing approximately 950 circuit-kilometers of 275 kV high-voltage transmission lines and associated substations to enhance clean energy delivery and grid reliability in southern Sulawesi. It will integrate existing 150 kV infrastructure and establish a transmission backbone to channel up to 465 MW of planned hydropower from central to southern Sulawesi by 2034, as outlined in the General Electricity Supply Plan (RUPTL) 20252034 of PLN. The estimated capital cost is $700 million, with indicative financing comprising $335 million from ADB's ordinary capital resources (with up to $400 million committed), $63 million from PLN, and 300 million from KfW.

The technical assistance (TA) will prepare the ensuing project, conduct due diligence, and help ensure high project readiness. The TA will help establish a transmission backbone to deliver clean energy to the southern Sulawesi load center. The TA will focus on reviewing the technical design, preparing economic and financial analysis, financial management assessment, preparation and/or review of safeguards documents, climate and disaster risk assessments, poverty and social analysis, development of a gender assessment and action plan, and preparation of strategic procurement plan. Furthermore, the TA will support advanced procurement actions, such as the review of bidding documents and detailed design, and contribution to strengthening the institutional capacity of PLN for the sustainable development, smart, and resilient transmission infrastructure and safeguard implementation. The TA aligns with ADB's Strategy 2030 Midterm Review, with a strategic focus on climate action.
