According to the Bank’s website, the proposed TA will support preparatory activities for the development of the Green Finance Digital Platform (GFDP) - an artificial intelligence (AI) based platform to fast-track due-diligence of green infrastructure projects including assessing bankability, environmental and social safeguards, co-benefits, and financial, gender equality, legal, and technological aspects.
GFDP will allow users to upload project data and will leverage existing ADB policies, knowledge products and project database as well as other publicly available information (such as local laws and regulations) to assess and highlight potential risks, mitigation measures, and other key considerations. GFDP will expedite the screening, due diligence, and document review process, thereby reducing costs and preparation time while enhancing project quality. The platform will also generate relevant reports and documents based on pre-set templates.
According to the Technical Assistance Report, the Risk Categories are:

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
