According to the Bank’s website, building on the achievements of subprogram 1, subprogram 2 advances structural reforms to strengthen small and medium-sized enterprises (SMEs), accelerate digital transformation, promote fiscal transparency, and embed climate priorities in fiscal policy.
Subprogram 2 introduces a sequenced package of reforms to:
(i) expand finance for climate-friendly SMEs and foster green entrepreneurship—that contributes to the transition to environmentally sustainable, low-carbon economies through the creation and scaling-up of green enterprises and green employment;
(ii) promote climate-oriented investment and strengthen fiscal management;
(iii) accelerate digitalization and improve innovation incentives; and
(iv) advance trade facilitation and export diversification.
The program is not expected to have any environmental or social safeguard impacts and will not trigger ADB’s Safeguard Policy Statement requirements. It is classified category C for environment, involuntary resettlement, and Indigenous Peoples.
The financing amount is $50,000,000, which will be financed on a grant basis by ADB’s Asian Development Fund.
