Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.
DESCRIPTION Dushanbe EcoMobility Project . The TA will prepare: i) Technical feasibility study; ii) Initial safeguards assessments; and, iii) Economic and financial due diligence analyses. The ensuing project will deliver outputs to improve the quality and sustainability of urban mobility in Dushanbe with investments in: i) Electric bus fleet and charging equipment; ii) Pilot green corridor with dedicated busway and non-motorized transport (NMT) facilities; iii) Parking management system for local revenue generation; and iv) Institutional capacity building. PROJECT RATIONALE AND LINKAGE TO COUNTRY/REGIONAL STRATEGY Since the early 2000s, Dushanbe's private vehicle ownership and usage has grown rapidly. The number of private cars has been growing at an annual average rate of approximately 6.5% over the past two decades (UNDP) and more recently at a rate of nearly 10%. The country is also experiencing rapid urbanization with the percentage of urban population expected to increase from 27% today to nearly one-half by 2050. Dushanbe is expected to receive the largest share of this rural to urban shift. While the number of private vehicles has increased, there has been an associated fall in public transport usage, at least with the formal bus system. Many public transport trips have migrated to private 'marshrutka (van) services. Currently, approximately 1,400 marshrutkas are legally operating in the Dushanbe (ADB, 2022). At the same time, illegal marshrutkas and sedan ridesharing is evident across the city. IMPACT Urban mobility in terms of accessibility, time savings, and comfort enhanced. The TA will support feasibility-level preparation for the Preparing the Dushanbe EcoMobility Project. The TA will help complete feasibility work to ensure that the project is procurement ready for detailed design.
