As stated by the ADB, the overall aim of the TA will be to support the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs, commonly referred to as the Ministry of Health (MOH), for capacity development, policy advice, and potential program identification and preparation. The TA will support MOH's two new social protection pilots on homecare and personal assistant services that have close linkages with the health sector (physiotherapy, occupational therapy, kinesiology, nutrition, mental health, etc.).
The main outcome of the TA is to strengthen the Ministry of Health's (MOH) new social protection services, particularly benefiting women and persons with disabilities. The TA's performance indicators are:
By the end of 2025:
1. MOH's monitoring and evaluation system developed for implementation.
2. The retention rate of MOH's homecare workers and personal assistants (out of which 80% women) improved
