According to the Bank’s website, the ensuing Secondary Education for Human Capital Competitiveness Results-Based Lending Program will support priorities of phase 2 of Cambodia’s Secondary Education Blueprint 2030. The technical assistance (TA) will support the undertaking of the results-based lending (RBL) program due diligence for the ensuing program in Cambodia. The due diligence will include technical assessments on (i) program soundness, (ii) program expenditure and financing, (iii) results and links with disbursements. It will also include institutional assessments on the government's monitoring and evaluation systems, fiduciary systems, and safeguard systems. As this is intended to be Cambodia's first RBL with ADB in any sector, the TA will also develop capacity for program implementation and orient the Ministry of Education, Youth and Sport (MoEYS) and Ministry of Economy and Finance (MEF) staff on the details of this new modality and how it differs from project and policy-based lending.
The TA financing amount is $600,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 7).
