According to the ADB, the SEFF scope has been agreed with the government to contribute to the 'Smart Roads initiatives, including provision of (i) axle load control devices (automated measurement systems), and (ii) pilot PBM contract on a selected road section. This is in line with ADB's recommendations under completed road projects to preserve road assets. This intervention will continue the dialog with the government to introduce innovation in the road sector by overcoming existing legislative and budgetary constraints in funding road maintenance activities and to prevent road surfaces from early deterioration.
The first activity under the SEFF will support the government and particularly Committee of Roads and KazAvtoZhol in advancing their system of axle load control devices on the national road network, including ADB-financed roads. This activity will be comprised of legal review, procurement and installation of axle load control devices, and capacity building support.
The pilot PBM contract will be considered as SEFF second activity and processed after approval of budgetary amendments to allow external borrowing for repair and maintenance. It will support ADB's planned project for construction of Saryagash Bypass, which is requested to be implemented under design-build modality and facilitate smooth implementation of subsequent operation and maintenance of the road applying PBM principles.
The facility will deliver the following outputs:
(i) Output 1: Sustainable national highway network achieved through enhanced road maintenance practices, axle load control, and subsequent safety improvements of road networks' life cycle extended by more effective expenditure of maintenance funds. Road safety will be improved including for women and people with disabilities.
(ii) Output 2: Service delivery capacity enhanced. Capacity of Committee of Roads and KazAvtoZhol officials enhanced by implementing modern road maintenance practice resulting in safer and longer lasting roads.
As stated by Devex, in accordance with the Resolution of the Government of the Republic of Kazakhstan dated July 30, 2013 No. 744, the joint-stock company “KazAvtoZhol” was defined as the National Highway Management Operator.
