As stated by the ADB, The Government of Bangladesh requested technical assistance (TA) to support implementing subprogram 2’s policy actions and the post-program partnership framework of the Climate-Resilient Inclusive Development Program by providing policy advice, knowledge, and capacity-building support. The TA will operationalize the Bangladesh Climate and Development Partnership (BCDP), especially in setting up the BCDP secretariat under the leadership of the government and in establishing working groups related to policy and project development, implementation, and coordination with development partners, the private sector, and other stakeholders. The TA will also help the BCDP mobilize concessional climate finance, particularly from global climate funds, and blend it with other sources of development finance. Based on the initial capacity assessment, the TA will also support key ministries and local government agencies in (i) increasing awareness of the National Adaptation Plan (NAP) and nationally determined contributions (NDC) update;2 (ii) developing or expanding climate databases, such as the Disaster and Climate Risk Information Platform, and strengthening the capacity of relevant ministries to use climate data and analytics in policy and project planning and implementation; (iii) developing a pipeline of priority climate-related projects, in line with NAP and NDC update priorities; (iv) developing technical, fiduciary, and procurement capacity to implement large-scale climate projects; (v) accessing global climate funds by obtaining accreditation and improving the transparency of climate budgeting and expenditure; and (vi) establishing a centralized monitoring and evaluation (M&E) system to track progress in achieving climate outcomes. The TA will also
support the preparation of poverty and social impact analysis for subprogram 2.
