As stated by the ADB, the proposed Fiscal Sustainability and Green Recovery Program (Subprogram 2) prioritizes follow-on reforms to implement the frameworks and strategies pursued under Subprogram 1, especially a medium-term revenue strategy (MTRS), state-owned enterprise (SOE) reform strategy and performance, promotion of CSIs and the creative industry, a national adaptation plan (NAP), and a climate-resilient development strategy.
Subprogram 1 focused on medium-term institutional and policy frameworks to boost the efficiency of revenue administration, SOE management, private sector and skills development, and climate change adaptation and mitigation measures. The program focuses on 3 reform areas: (i) strengthening domestic resource mobilization, (ii) promoting private sector development, and (iii) facilitating green recovery.
Climate change mitigation and adaptation measures will lay the foundation for greening the recovery. It will lead to the adoption of adaptation implementation and investment plans in key sectors and increase the share of renewable energy (excluding hydropower) consumption to 2.5% of total energy consumption.
