Project Description

According to the Bank’s website, the project consists of a 500MW grid-connected wind power plant located in Zarafshan City, Uzbekistan.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The project is categorized as A for environment in accordance with the ADB's Safeguard Policy Statement (2009). The project site lies within the central part of the Kyzylkum Desert in Tamdy District of Navoi Region. It occupies approximately 9,600 hectares of land that is used seasonally for rough grazing of sheep, goats and horses by farmers and herders. Project activities have the potential to cause significant adverse environmental impacts that are diverse, irreversible, or unprecedented as the project is located approximately 3.5 km from Mount Aktau, an Important Bird Area (IBA) which supports breeding and resident populations of raptors of international and national conservation status.

The project is categorized as B for involuntary resettlement in accordance with the ADB's Safeguard Policy Statement (2009). It is located on land owned by the local government. The project area is sub-leased to the farmers and is used for rough grazing of sheep, goats and horses. A project substation and overhead transmission lines are located outside of the sub-leased land on the land owned by the government. The ESIA and the social compliance audit have identified that the project will not cause involuntary physical displacement but is expected to cause involuntary economic displacement of some farmer and herder households.

The project is categorized as C for Indigenous Peoples in accordance with the ADB's Safeguard Policy Statement (2009). The project ESIA and a Social Compliance Audit confirm no presence of or impacts on distinct and vulnerable ethnic minority or indigenous peoples, or their physical and cultural assets in the project area.

The company is owned by Masdar which is a 100% subsidiary of Mamoura Diversified Global Holding PJSC and through Mubadala Investment Corporation, 100% owned by the Government of Abu Dhabi. Established in 2006, Masdar is a global leader in renewable energy and sustainable urban development, active in over 25 countries.
