According to the Bank’s website, the TA cluster supports the preparation of green city action plans (GCAPs) for 14 selected cities in Malaysia to enhance the achievement of sustained and inclusive growth in urban centers as envisioned under the 12th Malaysia Plan, 2021–2025. The GCAPs leverages ADB knowledge, finance, partnerships, and One ADB approach to (i) identify institutional, policy, and sector constraints on inclusive growth; and (ii) develop a pipeline of priority quality infrastructure investments that will increase resilience and respond to challenges intensified by the coronavirus disease (COVID-19) pandemic. For each selected city with GCAP, the TA supports developing a capital investment plan, enhancing resource mobilization, and increasing private sector participation in the projects identified for the city. The TA also strengthens the capacity of the 14 selected cities to develop and implement GCAPs and capital investment plans.
According to the Technical Assistance Cluster Subproject Report, risk categorization does not apply.
The TA cluster subproject financing amount is $750,000, which will be financed by ADB’s Technical Assistance Special Fund (TASF-other sources).

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
