Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the Asian Development Bank (ADB) approved the ongoing Supporting Safe Recovery of Travel and Tourism Project on 29 October 2021 to (i) improve airport readiness through improvements to the Rarotonga Airport terminal, and (ii) improve health system readiness by refurbishing a primary healthcare facility and installing a medical waste treatment system. The additional financing will contribute to achieving the ongoing project's intended outcome by addressing cost overruns for civil works; supporting health screening aligned with the International Health Regulations (IHR) in handling public health and emergencies at airports; installation of a solar panel system to support the operation of the medical waste treatment plant and supporting women's participation in nontraditional technical and leadership roles. The additional financing will improve the Cook Islands' resilience to cross-border health risks and the early detection of outbreaks of emerging and reemerging diseases for passengers entering the country by air.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

Environment (category B). The activities under the additional financing are unlikely to cause significant adverse impacts that are irreversible, diverse, or unprecedented.

Involuntary resettlement (category C). The civil works under the additional financing will be built on land that has already been acquired or leased by the government. None of the proposed works will require, or result in, land acquisition, or create economic or physical displacement.

Indigenous Peoples (category C). The additional financing does not affect any Indigenous Peoples and/or their dignity, human rights, livelihood systems, or their culture and territories as defined in ADB’s Safeguard Policy Statement.
