According to the ADB, Digitize to Decarbonize - Power Transmission Grid Enhancement Project aims to support the low-carbon transition and green economy development agenda of the Government of Uzbekistan by (i) enhancing reliability and stability of the power transmission grid, (ii) increasing operational efficiency and improving monitoring and control of the power system by introducing modern digital and telecom technologies, (iii) reducing the number of system blackouts, (iv) reducing transmission losses, and (v) supporting the prioritized government reform of state-owned enterprises by enhancing the corporate governance of Joint Stock Company National Electricity Grid of Uzbekistan.

As stated on the company's website, the joint-stock company «National Electric Grid of Uzbekistan» was established in accordance with the Decree of the President of the Republic of Uzbekistan dated March 27, 2019 No. PP-4249 «On the Strategy for the Further Development and Reformation of the Electric Power Industry in the Republic of Uzbekistan». «National Electric Grid of Uzbekistan» JSC is part of the Ministry of Energy of the Republic of Uzbekistan.
