According to the bank document, "A total of 48 person-months of consultancy services will be required intermittently (Table 2). International and national consultants will be engaged individually or as a firm using the quality- and cost-based selection method with a standard quality cost ratio of 90:10. Consulting services will be selected and engaged by ADB in accordance with the ADB Procurement Policy (2017, as amended from time to time) and its associated project administration instructions and/or staff instructions. Output-based, lump-sum consulting contracts will be preferred."
