According to the bank document, the technical assistance (TA) will require services of 38.0 person-months (pm) of international consultants and 46.5 pm of national consultants. Individual consultants will be recruited to provide advanced inputs to support the project design and start-up.
The remaining positions will be filled by engaging a consulting firm through the quality and cost-based selection method using a quality-cost ratio of 90:10 and biodata technical proposal. Lump-sum or output-based contracts will also be considered for consulting services.
The technical assistance will engage consulting firms and individual consultants in accordance with the Asian Development Bank Procurement Policy (2017, as amended from time to time) and the associated project administration instructions and/or staff instructions. The table below provides details of the consultancy requirements.
