According to the Bank’s website, ADB received the periodic financing request for tranche 4 on 19 March 2025. The project is still in line with the Functional Plan on Transport for the NCR, which recommends an integrated multimodal transport system to improve the mobility of people and goods in the NCR. Tranche 4 is aligned with the facility's impact: urban mobility in the NCR improved. It will have the following outcome: efficiency, safety, social inclusiveness, and environmental sustainability of transport in the Delhi-Meerut RRTS corridor improved. The project is progressing well and all outputs are expected to be completed by 2027. For tranche 4, ADB is reinforcing gender equality and social inclusion (GESI) by including a target for women in institutional capacity development, particularly in project and contract management, financial management, procurement, and safeguards.
India and the Asian Development Bank (ADB) signed the framework financing agreement (FFA) for the Delhi-Meerut Regional Rapid Transit System (RRTS) Investment Project on 23 June 2020. ADB approved the multitranche financing facility (MFF) in an aggregate principal amount of $1,552 million on 18 August 2020. The MFF is estimated to be completed by 30 August 2027. The MFF uses the time-slice approach for large-scale stand-alone projects. Project design, procurement, and safeguards were fully identified and appraised as part of the MFF's due diligence. The Ministry of Housing and Urban Affairs (MOHUA) is the executing agency, and the National Capital Region Transport Corporation (NCRTC) is the implementing agency.
The investment project finances the first of three prioritized rail corridors of the planned RRTS network in the National Capital Region (NCR) of India. The Delhi-Meerut RRTS will pass through densely populated sections of the NCR, connecting Delhi to Meerut in the state of Uttar Pradesh. With a design speed of 180 kilometers (km) per hour and high-frequency operations of 5-10 minutes, the 82-km corridor is expected to reduce journey time from 3-4 hours to about 1 hour. It will provide safe, reliable, and high-capacity commuter transit services.
