According to bank documents, inadequate infrastructure remains a critical development constraint to economic growth in the Philippines. This is mainly due to low public and private investments in infrastructure. The proposed Expanding Private Participation in Infrastructure Program supports the attainment of the accelerated infrastructure development objectives of the Philippine Development Plan (PDP), 2011–2016. This will be done by supporting sequenced reforms of the Government of the Philippines aimed at stepping up private investment in infrastructure through the promotion of public–private partnership (PPP) projects.
