According to bank documents, the program aimed to improve domestic resource mobilization in Georgia via (i) stronger debt and fiscal risk management, (ii) more robust revenue and public expenditure management, (iii) generation of domestic savings, and (iv) mobilization of private resources for investment.3 Inequality of income and economic opportunities was tackled through the redistributive role of fiscal policy in tax and social protection measures. The intended impact of the program was that citizens, particularly women, would benefit from better living standards and employment opportunities.
This project is associated to approved ADB project: Strengthening Domestic Resource Mobilization (ADB-48044-003) and closed ADB project: Improving Domestic Resource Mobilization for Inclusive Growth Program - Subprogram 2 (ADB-48044-004).
