The project will examine the effectiveness, efficiency, and sustainability of the National Urban Health Mission by reviewing the implementation framework, proposed state-level program guidelines, the Mission's capability to achieve desired outcomes in a sustainable manner. It will also analyze the organization of the Mission at central, state, and urban local body levels, including the staff capacity, stakeholder consultation mechanisms, and grievance mechanisms. Additionally, the technical assistance will begin a review of the spending framework and financing plan, assess planning and budgetary processes, and the coverage, level, and distribution of budget allocation. Finally, it will assess predictability and sustainability of financing.
