Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

DESCRIPTION

  • The proposed grant will help finance the cost overruns of the original project for constructing a sediment excluding basin (SEB), which is the key infrastructure for the sustainability of the project to decrease the sediment inflow by 85% to the upper stream of the Chubek Irrigation System (CIS).
  • ADB approved the original project on 28 September 2016 to support the agricultural development in the Pyanj River Basin (PRB) by improving the government's water resources management (WRM) capacity, and increasing agricultural productivity and water use efficiency in irrigated agriculture. The project became effective on 8 August 2017. The Ministry of Energy and Water Resources (MEWR) and the Agency for Land Reclamation and Irrigation (ALRI) are the project executing agencies.
  • Under the MEWR-led component, the project has established river basin organizations and strengthened their capacity for river basin management, including improved monitoring of water use for irrigation. The project also supports Tajikistan's contribution to the joint management of the PRB through the Afghanistan-Tajikistan Pyanj River Basin commission.
  • Under the ALRI-led component, the CIS is to be modernized and climate-proofed, including the irrigation and drainage infrastructure and pumping stations. The project also supports capacity building of farmers and water user associations on water use efficiency and agricultural productivity.

The second additional financing would be spent for:

  • reduction of sediments entering the CIS canal,
  • Increase in irrigation conveyance efficiency of on-farm canals in CIS,
  • Increase in pump efficiency of select pump stations in CIS,
  • Provision of access to water for select households.

Contact Information
This section aims to support the local communities and local CSO to get to know which stakeholders are involved in a project with their roles and responsibilities. If available, there may be a complaint office for the respective bank which operates independently to receive and determine violations in policy and practice. Independent Accountability Mechanisms receive and respond to complaints. Most Independent Accountability Mechanisms offer two functions for addressing complaints: dispute resolution and compliance review.

ACCOUNTABILITY MECHANISM OF ADB

The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main
