According to the ADB, the proposed Project will increase supply of renewable energy to national and regional power systems. The Project will refurbish electric and mechanical equipment for power generation at Golovnaya Hydropower Plant (HPP) in Tajikistan. This will increase availability of year-round clean power for domestic sales and for export to Afghanistan. The Project will increase the generation capacity and operational efficiency of the power plant.
The AF will support further rehabilitation of the 240MW Golovnaya Hydropower Plant (HPP) by replacing generation unit 4, the only unit not covered under the ongoing project.
The proposed AF is aligned with the same impact as the ongoing project: Increased supply of renewable energy to national and regional power systems. The AF will also retain the same outcome as the ongoing project: Increased operational efficiency of Golovnaya HPP.
While output of the ongoing project will be retained Rehabilitated electric power generation and transmission equipment of the Golovnaya hydropower plant, it will be expanded through inclusion rehabilitation of Unit 4.

As stated by DevEx, Open Joint Stock Holding Company “Barki Tochik” is the state national energy company of the Republic of Tajikistan, located in the capital of the Republic of Tajikistan , Dushanbe .
Until August 27, 1991, the assets of the Company were under the jurisdiction of the USSR . In August 1991, they were transferred to the jurisdiction of the Republic of Tajikistan (RT). The company and all its assets are the national property of the Republic of Tajikistan.
The main goal of Barki Tojik OAHK is the production, transportation, transmission, distribution and sale of electricity and heat mainly on the local market in Tajikistan. Deals with the operation of power plants and networks of the republic, generation, transmission, distribution and sale of electrical and thermal energy in the state.
