The project aims to improve access to finance for underserved borrowers who need credit assistance to support their income-generating activities. AFPL has reached a significant portion of the financially underserved population across India through both its microfinance as well as its business loan programs, which serve over 98% female and 86% rural borrowers as of March 2025. The proposed transaction is fully eligible for the FMO Reducing Inequalities (RI) label and partially eligible for the FMO Green label.
FMO provides a USD 30 million senior secured facility in INR with a tenor of 5 years. The funding supports AFPL's portfolio growth, enhancing access to finance for microentrepreneurs in rural areas. Additionally, up to three percent of the loan proceeds are designated for Water, Sanitation, and Hygiene (WASH) or qualifying Green loans.
Annapurna Finance Private Limited (“AFPL”) is a leading NBFC-MFI in Bhubaneswar, India, focused on promoting financial inclusion for underserved, low-income communities, with a specific focus on supporting women and rural households.

ACCOUNTABILITY MECHANISM OF FMO
Communities who believe they will be negatively affected by a project funded by the Dutch Development Bank (FMO) may be able to file a complaint with the Independent Complaints Mechanism, which is the joint independent accountability mechanism of the Dutch Development Bank (FMO) and the German Investment Corporation (KfW). A complaint can be filed in writing, by email, post, or online. The complaint can be filed in English or any other language of the complainant. The Independent Complaints Mechanism is comprised of a three-member Independent Expert Panel and it can provide either problem-solving, compliance review or both, in either order. Additional information about this accountability mechanism, including a guide and template for filing a complaint, can be found at: https://www.fmo.nl/independent-complaints-mechanism
