As stated by the IFC, the Project will contribute to GHG emission reductions targeted by the governments of Colombia and South Africa by promoting green investments in cities in sectors such as buildings, energy, transportation, waste, and water. Activities will include working with local governments to develop green investment pipelines, as well as local financial intermediaries on financing programs to support implementation. IFC’s Global APEX Green Cities software (https://www.apexcities.com/) is central to the Project as a tool to help identify, assess, and prioritize green city actions, including policies, planning, and investments, based on carbon savings, energy savings, and cost, among other indicators.
The Project aims to deliver the following during its 3-year implementation period from FY24 to FY26:
1. APEX software and analysis delivery process enhanced to align with global priorities, as well as customized to the contexts of India, Colombia, and South Africa;
2. At least 10 cities developed their green strategies using the APEX software in the three countries;
3. Financing mechanisms designed for at least 6 cities, such as Property-Assessed Clean Energy (PACE) for energy efficiency and renewable energy improvements in private buildings and/or Sustainability-Linked Loans or Bonds for multiple municipal projects; and
4. Green investment pipelines developed for at least 4 cities in the three countries.
