According to the bank's website, "this Project is intended to help the Philippines establish a conducive market for offshore wind (OSW) with the ultimate goal to mobilize private sector investment and technological innovation. Support will be provided through integrated and just-in-time WBG advisory services to DoE throughout the process of tendering and contracting OSW projects to be developed in the form of Independent Power Producers (IPPs)". The support will be focused on 3 components:
1. Supporting DOE in GEAP-5 preparation
2. Supporting DOE and related government agencies in rollout of OSW implementation
3. Training and capacity building of DOE and related government agencies through the course of the project.
