As stated by the ADB, the proposed TA is structured around two mutually reinforcing outputs: (i) knowledge work supported in CPS priority areas; and (ii) policy dialogue strengthened in CPS priority areas. Both outputs will help address institutional gaps in areas that support CPS implementation and are not covered by other projects. The TA will provide a flexible facility that can respond quickly to specific country needs insofar it directly supports reform delivery in the CPS priority areas.
ADB's expanding role as a knowledge partner in Tajikistan requires a flexible mechanism to generate timely diagnostics, coordinate multisector policy engagement, and sustain CPS-wide analytical coherence. The proposed TA will provide rapid, integrated assessments, addressing gaps left by project-anchored knowledge work and meeting growing stakeholders' demand for targeted analytics. The TA will also help institutionalize a coordinated, evidence-based dialogue process that keeps reform discussions regular and aligned with the CPS results framework. The TA will help track and facilitate reform progress, identify bottlenecks early, and ensure that CPS implementation remains on course. These interventions will reinforce ADB's visibility and role in Tajikistan as a strategic policy partner and enhance the CPS delivery.
