As stated by the ADB, the proposed CSF will support the government's targeted and pro-poor countercyclical development expenditure response to the effects of the external shock. While assisting the poor and vulnerable people and reducing the economy's reliance on fossil fuels, the CSF could be expected, among other things, to also support policies and measures that accelerate energy transition by reducing reliance on fossil fuels and expanding access to renewables (e.g., solar PV including solar pumps) and electric vehicles through time-bound tax exemptions.
According to the ADB, the Japan International Cooperation Agency will provide a loan of US$ 188 million in support of the project.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
