Project Description

As stated by the ADB, the proposed technical assistance (TA) will support the institutional and operational development of the recently established Economic Development Corporation (EDC) of Georgia, alongside selected knowledge-sharing activities with the Georgian Innovation and Technology Agency (GITA), including the planned technology hub and Artificial Intelligence Excellence Center. The TA will focus on strengthening governance, operational and risk management frameworks; enhancing EDC's technical capacity through targeted training and knowledge transfer; and supporting development of financial ecosystem initiatives such as receivables finance and factoring. It is expected to improve EDC's readiness to deliver development-oriented financial and market facilitation functions, contributing to private sector development and financial market deepening in Georgia.

PROJECT RATIONALE AND LINKAGE TO COUNTRY/REGIONAL STRATEGY

While the EDC has already commenced operations and continues implementation of legacy enterprise support programs, its current institutional and operational framework remains largely oriented toward traditional program administration rather than development-oriented financial and market facilitation functions. The effective implementation of emerging initiatives, including more advanced financial instruments, risk-sharing approaches, and financial ecosystem development activities, requires additional institutional capacity, operational frameworks, technical expertise, and implementation readiness that are not yet fully established within the institution.

The proposed TA is aligned with ADB's Country Partnership Strategy for Georgia, 20242028, particularly its operational priorities related to private sector development, financial market deepening, institutional strengthening, and mobilization of private investment, including support for capital market development and diversified financing mechanisms. The TA is also consistent with the Government of Georgia's 'Vision 2030 Development Strategy of Georgia and the Capital Market Development Strategy of Georgia 20232028, which emphasize strengthening SME financing mechanisms, improving access to alternative sources of finance, developing financial market infrastructure, and supporting broader private sector competitiveness.

The TA is expected to support institutional and operational strengthening activities with indirect benefits for broader SME access to finance and enterprise support mechanisms, including for women-led and women-owned businesses.
