According to the ADB, Pacific developing member countries (PDMCs) face common challenges in ensuring energy security, affordability, access, and sustainability. To support PDMCs in addressing these challenges and making progress in their pursuit for energy transition, it is important to bring in more financing resources, mobilizing quality experts, addressing limited capacity for developing and implementing quality infrastructure, among others.
This proposed TA is expected to help enhance efficiency in project development and implementation and address capacity limitation among PDMCs at a regional level, through an establishment of a 'super project management unit (PMU) for the region to help each utility with project development and implementation, covering project design, procurement, environmental and social safeguards, and financial management, among other aspects of a project.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
