Project Description

According to the ADb website, the proposed Fiscal and Investment Resilience Strengthening Sector Development Program (SDP) aims to improve the operational efficiency of public institutions to boost public and private sector investments and thereby accelerate broad-based economic growth and human development in Samoa, while safeguarding fiscal resilience in line with the Government of Samoa's development priorities. The SDP builds on earlier Asian Development Bank (ADB) policy-based lending (PBL) to improve fiscal policy, public financial management (PFM), state-owned enterprise (SOE) performance, and address private sector development (PSD) constraints. The SDP's investment component will upgrade the financial management information system (FMIS) and tax administration information system (TAIS) to improve efficiency, coordination, planning, resource allocation, and transparency and accountability.
