Project Description

According to the Bank’s website, the Technical Assistance (TA) will continue play a crucial role in enhancing the institutional capacity of developing member countries (DMC) to fulfill their financial administration and fiduciary responsibilities, thereby facilitating the successful implementation of ADB projects, particularly on ADB disbursements. The capacity building support is especially important to address the limitations in the capacity of executing and implementing agencies (EA and IA) which hinders the timely transfer of loan and grant resources to the DMC and the project implementation. Controller's Department (CTL) has been providing capacity development trainings and seminars on disbursement since 1990. The TA will support (i) capacity development events such as disbursement seminars on ADB's disbursement principles, guidelines and procedures, including the Loan Disbursement Handbook; (ii) client portal systems training; (iii) efficient and effective learning experiences such as interactive learning tools, an e-learning course, online seminar registration, and automated feedback collection; and (iv) engagement of consultants for capacity development of DMCs and disbursement operations.

This proposed TA will continue ADB's efforts in strengthening the institutional capacity of the DMCs in discharging their financial administration and fiduciary responsibilities effectively for the benefit of ADB's project implementations. The TA's impact is improved mobilization of loan and grant funds to borrowers. The TA will have the following outcome: Improved capacity of borrower's officials/staff in understanding ADB's disbursement principles, guidelines and procedures, and in using client portal systems. This will be achieved through:

(i)Conducting capacity development events on ADB disbursement principles, guidelines, and procedures;

(ii)Promoting and rolling out of client portal systems;

(iii)Facilitating knowledge sharing forums on country and project specific issues along with issue resolution, which may include special focus on small island developing states (SIDS), sub-national level capacity building and a stage in the project cycle; and

(iv)Sharing ADB best practices on loan and grant disbursements, and project financial administration.

The TA financing amount is $225,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund.
