As stated by the ADB, the TA will leverage the global research and technical expertise of the International Energy Agency (IEA) to support developing member countries (DMCs) in Asia to drive fossil-to-clean transitions. IEA's technological expertise and analytical modeling will support the charting of resilient and low-carbon pathways in the Asian energy sector. This TA will support regions in Central and West Asia and Southeast Asia in exploring activities in two energy transition areas: i) critical minerals-to-clean energy technologies (CM2CET) value chains; and ii) Association of Southeast Asian Nations (ASEAN) power grid (APG).
Asia and the Pacific rely heavily on fossil fuels to drive economic growth. In 2023, 67% of electricity generated (57% coal, 10% natural gas, and 1% oil) and 95% of heat generated (81% coal, 10% natural gas, and 3% oil) was from fossil fuels. This produced almost 10,000 million metric tons of carbon dioxide (MtCO2) emissions for that year, equivalent to 99% of total emissions from the region's electricity and heat generation.

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
