Project Description

According to the Bank’s website, this regional technical assistance (TA) aims to help developing member countries (DMCs) in Asia and the Pacific accelerate implementation of the Safe System approach to reduce road traffic deaths and serious injuries. The TA will help countries strengthen institutional frameworks, improve data systems, and prepare investment-ready initiatives for safer and resilient transport networks.

This proposed TA represents the next-generation road safety regional initiative that moves beyond knowledge generation toward delivery of measurable safety outcomes, stronger institutions, and bankable projects. It aims to provide implementation support and investment preparation of road safety assistance responding to requests from governments.

The TA will build on lessons and tools developed under previous ADB work, such as Safe System Maturity Assessments (SSMAs), crash data reviews and regional data frameworks and networks. It will also broaden their application to country implementation and financing as well as regional and global road safety agreements. It will expand the scope and depth of this work through additional SSMAs and targeted policy and institutional reviews to identify priority gaps in infrastructure, policy, and institutional capacity through engagement with ministries of transport, infrastructure, health, police, and digitalization. These assessments will guide DMCs in developing and implementing Safe Systembased national and subnational strategies and action plans, helping governments integrate safety performance into transport planning and investment decisions.

Recognizing that innovation and technology are central to effective action, the TA will strengthen national and regional road safety data systems, build analytical capacity, and introduce digital, cloud-based, Geographic Information System (GIS) and artificial intelligence (AI)-enabled tools for risk identification, performance monitoring, planning and integration with other transport ICT systems, including road asset management systems. It will also elevate ADB's role as the region's platform for transport data coordination and knowledge platform by linking its diagnostics and datasets directly to pipeline development and national program design, supporting harmonized data standards, and stronger accountability for safety outcomes. The transition from data to delivery will enable countries to translate evidence into policy and investment planning.

The TA will aim to develop the concept of a Powered Two-Wheeler (PTW) Safety Center of Excellence as a regional hub for research, policy guidance, and training. Addressing the fastest-growing and most vulnerable road user group in South-East and South Asia, the center, once established, would support countries to develop evidence-based policies, pilot interventions and scale proven solutions for safer PTW. The TA will explore options for the establishment of such a PTW center in the region.

Through these efforts, the TA will enable DMCs to move from diagnostics into implementation by strengthening institutional systems, financing, and capacity for sustained road safety investment. By embedding Safe System principles within national and regional frameworks, it will help DMCs progress toward the targets of the UN Global Plan for the Decade of Action for Road Safety (20212030) and contribute to ADB's broader objectives on livable cities, climate, inclusive growth, health and human capital development under Strategy 2030. The TA will also support capacity building and linkages of road safety to climate, health, and urban initiatives as well as recognize unique regional challenges, i.e. Pacific Community, ASEAN, CAREC, SASEC etc. The TA will also promote climate-friendly mobility, including public transport, walking, and cycling infrastructure, which can simultaneously address emissions and safety challenges. The TA will engage community and civil society organizations in activities, especially during country-level engagements.
