Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the technical assistance (TA) aims to accelerate progress toward malaria elimination, a significant reduction in tuberculosis (TB) burden, and sustained dengue control in selected developing member countries (DMCs) of the Asian Development Bank (ADB). The TA will support countries in (i) advancing malaria elimination through subnational elimination models and targeted interventions; (ii) scaling innovative screening and diagnosis solutions to close the TB diagnosis gap; and (iii) introducing and expanding innovative technologies for sustained dengue suppression, while strengthening the role of private sector service providers in managing these priority infectious diseases. The TA aligns with key global and regional frameworks, including The of the World Health Organization (WHO), the Global Technical Strategy for Malaria (2016-2030), and the Western Pacific Regional Action Plan for Dengue Prevention and Control (2016). It complements the work of ADB's Private Sector Operations Department and ADB's regional cooperation and integration strategy by promoting innovation transfer, cross-border collaboration, and public-private partnerships. Emphasizing healthy populations within the climate and health agenda, the TA is fully consistent with the Midterm Review of Strategy 2030 and ADB's vision of solving challenges together, connecting the region, and empowering people for dynamic economies and a healthy planet. It directly contributes to strategic focus area 3 (regional cooperation and public goods), and supports focus area 4 (digital transformation) and focus area 5 (resilience and empowerment) through digital surveillance, climate-informed approaches, and community engagement. It also advances Corporate Results Framework (2025-2030) development result indicator 2 by improving health services and reinforcing ADB's role as the region's emerging climate and health bank.

Initially, the TA will support Bangladesh, Cambodia, Indonesia, Nepal, Pakistan, Papua New Guinea, and Tajikistan, with the possibility of expanding to additional DMCs based on demand and readiness. It will generate a suite of knowledge products, build institutional and technical capacity, develop strategic and operational plans, and enhance regional cooperation.

The TA will also identify opportunities for long-term and sustainable financing, including through concessional and blended finance mechanisms, while supporting the development of investment pipelines aligned with national strategies and ADB lending operations. The TA will also support project preparation for health security investments, including the TB component of the proposed Strengthening Regional Health Security and Primary Healthcare Services Project in Tajikistan, and help identify additional pipeline opportunities aligned with DMC priorities during implementation.

Investment Description

The TA financing amount is $500,000, of which (i) $200,000 will be financed on a grant basis by ADB’s Technical Assistance Special Fund ($150,000 from TASF 8 and $50,000 from TASF-other sources); and (ii) $300,000 will be financed on a grant basis by the Regional Malaria and Other Communicable Disease Threats Trust Fund—administered by ADB—under the Health Financing Partnership Facility.

The selected DMCs supported by the TA will provide counterpart support in the form of counterpart staff, office supplies, secretarial assistance, domestic transportation, and other in kind contributions.
