According to the bank's website, "the TA seeks to support the PRC government's efforts to advance inclusive digital transformation in underdeveloped areas". Also, the proposed project "aims to enhance women's digital skills, expand e-commerce opportunities, and foster entrepreneurship".
"It will address gaps in education, employment, and social support. The key activities include e-commerce training programs, policy research and recommendations, and promotion of best practices through digital platforms and knowledge sessions. Innovative aspects of the project design include AI-driven training, hybrid (online-offline) service delivery, and real-time evaluation mechanisms to track outcomes and ensure sustainability".

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
