As stated by the ADB, the Sovereign Transactional Technical Assistance (TRTA) is designed to support the Democratic Socialist Republic of Sri Lanka in developing the regulatory and project readiness protocols for deploying Battery Energy Storage Systems (BESS) and advanced Variable Renewable Energy (VRE) controls, and maintaining core grid reliability for ensuring the technical viability of the government's targeted 70% electricity generation from renewable energy by 2030 and net zero by 2050 onwards. The TA project will also support the processing and readiness of the ensuing investment project- Digitalization and Energy Storage for Renewable Energy Integration in Sri Lanka, programmed under ADB's financing in 2026. The intervention focuses explicitly on "emerging areas" necessary for grid resilience in a small, low-inertia system, namely Battery Energy Storage Systems (BESS) and smart grid operational controls.
