According to the Bank’s website, the technical assistance (TA) will support Asian Development Bank (ADB) operations in Bangladesh, Indonesia, Pakistan, Papua New Guinea (PNG), and Sri Lanka (collectively, developing member countries [DMCs]) in identifying sexual exploitation, abuse, and harassment (SEAH) risks, and strengthening systems for risk mitigation and response to SEAH incidents in ADB sovereign and nonsovereign operations. ADB's new Safeguards Policy the Environmental and Social Framework (ESF), approved in November 2024 places strong emphasis on the need to avoid, minimize, and mitigate adverse project impacts, including those related to SEAH. This TA will support the development of knowledge products and strengthen capacity in DMCs stakeholders to align with the ESF, and help address gaps in systems and processes for managing SEAH risks, across all levels of project stakeholders. The proposed DMCs were selected based on a combination of factors, including readiness, capacity, and portfolio, while also taking into account country-level risk factors.
The TA will be anchored in the commitments to integrate and strengthen gender approaches in the country partnership strategies of the five participating DMCs. The knowledge products and capacity-building activities will be tailored to the specific needs of the DMCs and aligned with the DMCs' priorities and readiness to implement the ESF and standards requirements regarding SEAH risk mitigation. This TA contributes to operational priorities 2 and 6 of ADB's Strategy 2030 and the resilience and empowerment strategic focus area and development results 4 of Strategy 2030's Midterm Review. It also aligns with Sustainable Development Goals 5 (achieve gender equality and empower all women and girls) and 16 (promote just, peaceful, and inclusive societies).

The TA financing amount is $1,500,000, which will be financed on a grant basis by ADB’s Technical Assistance Special Fund (TASF 8: $245,000; TASF-other sources: $1,255,000).
