Project Description

According to bank's website, this technical assistance aims to assist Bangladesh in identifying gaps in service quality standards and operational sustainability in water supply and sanitation (WSS) and solid waste management (SWM) services in Pourashavas (municipalities or towns). The TA will support Bangladesh in undertaking a country diagnosis to assess the existing institutional structure and capacity of municipalities regarding service delivery and operations and maintenance (O&M;) for WSS and SWM services. The country diagnosis aims to evaluate the institutional set-up, plan for adequate and skilled human resources within municipalities, clarify roles between the Department of Public Health Engineering (DPHE) and the municipalitiesespecially regarding O&M;, billing and collection, asset ownership, and accountability for service deliveryand adopt best practices. This initiative will help develop City Master Plans for WSS and SWM' in selected municipalities that can later be translated into investment projects. The TA will support institutional capacity building for local urban institutions, equipping them to effectively implement the service delivery model proposed under this TA in both ongoing and future investment initiatives. Additionally, the TA will support ADB's proposed Cluster Towns and Coastal Towns projects.
