According to the Bank’s website, the project will take a systematic approach to address these constraints. Hospital and health infrastructure, including primary healthcare facilities, will be comprehensively upgraded in key areas and modernized to meet seismic safety, clinical, and energy and water efficiency standards and requirements for universal accessibility and gender responsiveness. Field assessments following the February 2023 earthquakes found that seismically isolated hospitals remained largely functional, sustaining only minor non-structural impacts and no structural damage. Investments will also support improved resilience to climate impacts such as flooding, strong wind events, and extreme heat.
Upgrading diagnostic and critical-care equipment, along with strengthening supply chain systems, will streamline logistics and expand access to high-quality health care services. Surveillance and early warning systems will be strengthened to improve prediction and mitigation of outbreaks. Pre-hospital emergency responses will be scaled through investment in new emergency health stations and ALS ambulances, ensuring equitable and timely coverage across the country.
In parallel, the MOH's rollout of AI-enabled and e-health platforms will be integrated at the facility level, enhancing prevention, triage, and clinical decision-support. Digital health investments will prioritize full interoperability to enable seamless data exchange across primary, secondary, and tertiary facilities while ensuring compliance with Turkiye's data protection and cybersecurity standards. Special attention will be given to women and vulnerable groups by expanding cancer screening, maternal and newborn services, and cultural & gender-responsive service design. Trained health personnel, supported by modern digital tools, will enhance the system's capacity to respond swiftly to emergencies. Community awareness programs on noncommunicable diseases (NCDs) will be conducted through schools, community centers, digital platforms, and media campaigns to promote prevention and healthy behaviors.
