As stated by the ADB, Baku Metropolitan Closed Joint Stock Company (Baku Metro) is preparing for a network expansion project, comprising 20 km of tunnels, 9 stations, 2 depots and additional rolling stock (300 cars) with a total estimated cost of $2.6 billion. The expansion is needed to increase coverage of metro services in the greater Baku area, which is confronted with heavy traffic congestion. In combination with the modernization of operational systems, the expansion project is expected to increase the system's capacity by 25 million passengers a year, mainly by reducing the train interval from 2:00 minutes to 1:45 minutes.
Metro ridership has grown rapidly over the past years to an extent that network extension and increased service frequency are needed to serve to (potential) demand. Baku Metro is preparing for a project, comprising construction 20 km of tunnels for 2 lines, the Green Line and the Purple Line, 9 new stations (4 along the Green Line, 5 along the Purple Line), 2 depots and the purchase of additional rolling stock (300 cars) with a total estimated cost of $2.6 billion. The investment program is needed to increase coverage of metro services in the greater Baku area, which is confronted with increasing traffic congestion. In combination with the modernization of operational systems, the project is expected to increase the system's capacity by 25 million passengers a year, mainly by reducing the train interval from 2:00 minutes to 1:45 minutes.
The Program loan is an integral part of the State Program on the Improvement of Transport Infrastructure in Baku City and Surrounding Areas for 2025-2030, approved on 30 January 2025. The Program aims to improve the transport infrastructure of Baku City and surrounding areas, accelerate economic development, and improve the quality of life of people in accordance with the General Plan of Baku City (2020-2040). The Program is prepared and is to be implemented in close coordination between the national, regional and local key stakeholders and is developed within a comprehensive approach to create a greener, more inclusive, and economically prosperous urban landscape in Baku.
