Project Description

According to the bank's website, "the technical assistance (TA) will empower the youth entrepreneurship, strengthen capacity of start-up, micro, small, and medium-sized enterprises (MSMEs), including women-led businesses, and enhance youth and private sector engagement and networking in Timor-Leste. The TA was proposed and confirmed during the 2025 Country Programming and Portfolio Review Mission. It will also support evidence-based national policy formulation, knowledge and research, and strategic decision-making to promote youth entrepreneurship and advance MSME development. The TA activities will be jointly coordinated by Directorate General for Youth at the Ministry of Youth, Sports, Art, and Culture (MYSAC), Directorate for MSMEs at the Ministry of Commerce and Industry (MCI), and the Timor-Leste Resident Mission (TLRM), and closely aligned and complemented with the United Nations Development Program (UNDP)'s Youth Employment and Entrepreneurship Skills (YEES) Project. The proposed project responds to the government's request to scale up youth engagement, foster youth entrepreneurial skills, and strengthen the capacity of local MSMEs".
