According to the Bank’s website, the proposed technical assistance (TA) will develop an artificial intelligence (AI) driven "hospital-community-home" chronic disease management platform to address PRC's aging crisis, where the leading chronic noncommunicable diseases (such as hypertension, diabetes, and cardiovascular diseases) account for more than 85% of elderly deaths. Piloted in Tianjin - a region with some of PRC's highest hypertension rates due to elevated salt intake - the TA's activities aims to integrate fragmented electronic medical records (EMRs) across hospitals, communities (through follow-up records), and homes (wearables) using internationally recognized standards (such as Health Level Seven International (HL7)/ Fast Healthcare Interoperability Resources (FHIR). The TA will generate lessons learned and analysis for future pilots through publications and knowledge dissemination in both PRC and to other Developing Member Countries (DMCs).
According to the Technical Assistance Report, the Risk Categories are:
Environment: Not Applicable
Involuntary Resettlement: Not Applicable
Indigenous Peoples: Not Applicable
The TA financing amount is $500,000, which will be financed by ADB’s Technical Assistance Special Fund (TASF–other sources).

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
