According to the bank's website, "the project aims to improve the road network and regional connectivity in Mindanao to support economic growth and eventually contribute to addressing civil conflicts in the region. The project will support a total road length of 220.6 kilometers across six subprojects in Zamboanga City, and provinces of Zamboanga Sibugay, Basilan, and Sulu, which were identified by DPWH as priority road sections to improve regional connectivity and stimulate the local economy. The subprojects include bridge components, including a 6.5 km ocean transversing viaduct and a 1.06 km sea-crossing bridge to connect islands. The project will finance the construction, rehabilitation, and upgrading of selected road sections with climate-resilient and inclusive features, and road safety measures".

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment.
