According to the Bank’s website, the proposed technical assistance (TA) will assist the ADB developing member countries (DMCs) to provide knowledge and evidence in the transport sector required for sound decision-making and put the knowledge into practice effectively to create transport systems that are resilient, sustainable, safe, and inclusive. The support is vital given the huge financial challenge facing the region. Asia and the Pacific is estimated to need approximately $43 trillion between 2020 and 2035 to develop, maintain, and repair its transport infrastructure, averaging roughly $2.7 trillion annually. The proposed TA is essential to ensure massive investments in the sector are effective and aligned with climate goals and sustainable development.
The proposed TA will support continued development of the Asian Transport Observatory (ATO), an ADB-led regional knowledge platform for comprehensive transport datasets and analysis, allowing for better informed decisions making. It will also continue ADB's fostering policy dialogue with DMCs through flagship events such as the Asia and the Pacific Transport Forum and other capacity building activities. It will help DMCs identify and assess high-impact opportunities for decarbonization of transport including emerging areas of assistance in subsectors such as urban mobility, railways, maritime transport, and cross-cutting areas such as digitalization, system operation efficiencies, and road safety. Each offers not only significant emission reduction potential and increased accessibility but also strong co-benefits in terms of public health, equity, economic resilience, regional cooperation and integration, private sector development and job creations. Urban mobility tackles emissions at the city scale, where growth is fastest and health impacts are most severe. Railways decarbonize long-distance travel and freight, shifting demand from road and aviation. Maritime transport addresses emissions in global trade, ensuring sustainable shipping and resilient coastal economies. The TA will complement and build on the outcomes of the ongoing ADB's TA 6763: Accelerating Innovation in Transport.

The TA financing amount is $2.45 million. It will be financed on a grant basis by ADB’s Technical Assistance Special Fund ($1.005 million TASF-other sources, $1.445 million TASF 8).
