As stated by the ADB, the proposed small-scale TA will support capacity building for leadership development in the transport sector across selected DMCs, specifically through the implementation of the Advancing Transport Leadership Program (Cohort 2) and the development of associated case study publications.
The proposed TA will support the second cohort of ATLP in PRC and the development of a transport leadership case study series. Building on lessons from the first cohort, the second cohort will adopt a deep-dive approach in selected areas to encourage insightful dialogue and reflection. Participants from five Central Asian countries will be invited for this cohort, given their shared characteristics that allow for more tailored program design and their geographic proximity, which provides a platform to strengthen regional cooperation. This serves as a pilot approach that can later be compared with cross-regional cohorts to refine program design. The TA will also support the analysis of the PRC's transport experience and future directions, generating insights that can be shared with Central Asian DMCs as practical examples for peer learning. In addition, transport leadership case studies will be developed as knowledge products and regional public goods, ensuring that lessons extend beyond the program and benefit a wider set of stakeholders.
