The proposed project seeks to develop Nagaland's hydropower potential. ADB claims that " despite significant potential, hydropower development in Nagaland has lagged due to limited institutional capacity and financial constraints. Over 85% of state's supply comes from central generating stations and high-cost purchases, exposing it to financial and supply risks. Thermal power contributes approximately 51% of total power supply at an average cost of around $0.07 per kilowatt hour (kWh) compared to $0.05/kWh for hydropower. The state's own Likimro HPP remains the most cost-effective source, delivering power at just $0.02 per kWh. Expanding hydropower, is therefore essential to reduce financial and supply risks, optimize power purchase costs, enhance energy security, and meet RPO targets of 31.7%."
The project executing agency is the Department of Power of Nagaland.
The outcomes of the project are as follows:
-Lower Tizu Hydropower Project constructed and commissioned
-Zungki Hydropower Project constructed and commissioned
-Community development program in the project area implemented
-Institutional capacity of Department of Power Nagaland strengthened
The ADB categorized the project E&S risks as follows:
Environment - A
Involuntary Resettlement - B
Indigenous Peoples - A

ACCOUNTABILITY MECHANISM OF ADB
The Accountability Mechanism is an independent complaint mechanism and fact-finding body for people who believe they are likely to be, or have been, adversely affected by an Asian Development Bank-financed project. If you submit a complaint to the Accountability Mechanism, they may investigate to assess whether the Asian Development Bank is following its own policies and procedures for preventing harm to people or the environment. You can learn more about the Accountability Mechanism and how to file a complaint at: http://www.adb.org/site/accountability-mechanism/main.
